The scariest thing is that many new writers are easily conned by these publishing scams. They get burned after that.
Self-publishing can be really tough, especially if you want to break into markets like sff/speculative fiction. A lot of legwork when it comes to marketing (traditional publishing will have at least their marketing units to help you market). There are some sites, yes. *nods* There is a small press I know that has a library of free fiction but it also does publishing (POD and e-book).
Try Ralan.com or Duotrope.com: they will have listings of all the current existing presses.
